International cooperation project on sustainable development of Vietnam's KTB until 2030

On May 18, 2020, the Prime Minister issued Decision No. 647/QD-TTg approving the international cooperation project on sustainable development of Vietnam's marine economy until 2030.

The project aims to promote synchronous, central and key international cooperation activities on sustainable development of the marine economy, effectively mobilizing and using resources and maximizing the support of countries, international organizations, etc. Thereby contributing to the successful implementation of the main goals, guidelines and solutions set forth in Resolution No. 36-NQ/TW (Strategy for sustainable development of Vietnam's marine economy to 2030, vision to 2045). In addition, mobilize active and responsible contributions to the international community on sea and ocean issues; improve Vietnam's position in the region and internationally.
The scheme sets out six task groups for international cooperation in the content of sustainable development of the marine economy corresponding to the contents of Resolution 26/NQ-CP promulgating the Master Plan and the Government's 5-year plan to implement Resolution No. 36-NQ/TW.

The project proposes 07 groups of solutions on promoting propaganda, perfecting institutions, diversifying channels and forms of cooperation. The scheme prioritizes cooperation with countries and partners with modern marine economies and technologies. Moreover, it is necessary to arrange reasonable funding sources and strengthen the apparatus, improve the capacity of staff and experts for international cooperation on the sea. Add a list of 16 projects to complete urgent tasks for the implementation of the scheme.
Specifically, 7 main tasks include
International cooperation on sea and ocean governance, integrated management of marine resources and environment
International cooperation in basic investigation, research and application of marine science and technology
Communication work to promote international cooperation on sustainable development of marine economy
International cooperation in marine environment protection, disaster prevention, response to climate change and sea level rise
Cooperation in training, retraining and capacity building for state management of seas and islands, sustainable development of the marine economy and development of marine human resources
Promote regional and international cooperation on prevention, control and reduction of ocean plastic waste
Coordinating the implementation of the international cooperation project on sustainable development of Vietnam's marine economy until 2030
The tasks are built with feasibility with assurance of resources, with appropriate implementation roadmap with effective coordination and coordination to achieve the objectives of the Project.
In particular, for the development of renewable energy and new marine economic sectors, the project aims to implement programs of investigation, research, technology transfer and development, building typical sites using renewable energy. The project also aims to cooperate with countries with potentials and strengths in marine energy in the research, manufacture, application and development of renewable energy in the sea. In addition, the project deals with developing the equipment manufacturing industry to serve the renewable energy industry, progressing to mastering some technologies, designing, manufacturing and manufacturing equipment.

The National Steering Committee for the Implementation of Resolution No. 36-NQ/TW will comprehensively direct and organize the implementation of the International Cooperation Project on sustainable development of Vietnam's marine economy until 2030. The Ministry of Natural Resources and Environment is the standing agency of the Committee, responsible for guiding, monitoring, urging, summarizing the situation and periodically organizing preliminary and final reviews of the comprehensive assessment of the implementation of the Scheme. The General Department of Seas and Islands of Vietnam is the focal agency to assist in the implementation of the above tasks.
