After 10 years of implementing the Resolution of the 4th Party Central Committee, term X on Vietnam's marine strategy to 2020, awareness of the position and role of sea and islands in economic development has been enhanced. National security at sea is maintained, maritime safety is basically guaranteed, plus foreign affairs and international cooperation on the sea have been comprehensively implemented. Marine economy and sea/coastal areas are becoming the driving force of the country's development. Developing human resources in the sea has achieved many positive results, focusing on the management and protection of marine environmental resources and response to climate change. The system of policies, laws, and state management apparatus on sea and islands has been gradually improved and brought into full play.
However, the implementation of the Resolution still has many limitations and difficulties, marine economic development has not been harmoniously linked with social development and environmental protection. Security protection and response to environmental incidents at sea are still inadequate. Some of the proposed tasks have not been achieved, although it is a gateway to the world, it has not been fully promoted, moreover, the number of spearhead marine economic sectors has not met the set requirements. The linkage between localities with sea and localities without sea, between sectors and fields is still inefficient. Science, technology and development of marine human resources have not yet become key factors in the sustainable development of the marine economy. International cooperation on the sea has not been effective. The gap between rich and poor of coastal people tends to increase.
The international situation in the region and the domestic economy have many unpredictable fluctuations. The Covid-19 epidemic is complicated, the situation in the East Sea has many potential risks affecting the economic development of the country in general as well as the activities of marine economic sectors and localities with sea. This is an objective cause affecting the implementation of Resolution No. 36-NQ/TW.
Limitations exist mainly due to subjective reasons in awareness and general management methods that have not kept up with development requirements and trends of the times. In addition, policies and laws on the sea are incomplete, inconsistent, and have not been institutionalized in a timely manner. State management is still inadequate, and planning is still lacking in cohesion. The organizational and management model for marine economic groups is still weak and slow to be overcome. Investment is still limited, training and job change support for coastal people have not met the requirements.

The above context sets forth the need to renew and strengthen the organization of the implementation of the Strategy for the Sustainable Development of Vietnam's marine economy to 2030, with a vision to 2045.
Under this situation, MONRE has advised the Government to issue Resolution No. 26/NQ-CP (March 5, 2020) on the issuance of the Master Plan and the Government's 5-year plan to implement the Resolution No. 36-NQ/TW.The Resolution clearly defines the purposes, requirements, tasks and specific solutions to be implemented by 2025 and 2030. In addition, the Government and Prime Minister have issued many important decisions to organize and implement Resolution No. 36-NQ/TW.
In order to soon put the Party's sustainable development of Vietnam's marine economy into practice, it is necessary to synchronously and drastically implement solutions from perfecting institutions, inspection and evaluation mechanisms, assignment and organize the implementation of specific tasks
First of all, the National Steering Committee for the implementation of the Strategy for Sustainable Development of Vietnam's Marine Economy. Strengthening the role in directing unified, interdisciplinary contents related to the implementation of the KTB Sustainable Development Strategy in order to overcome the current limitations of single-sector management, in parallel, promulgate documents guiding the assessment of the implementation of Resolution No. 36-NQ/TW. Directing localities to establish and organize effective operation of Steering Committees for the implementation of Resolution No. 36-NQ/TW in coastal provinces and cities.
Second, the Government and the Prime Minister direct the concerned ministries, branches and localities to actively participate in the formulation of the national marine spatial planning to ensure regional connectivity, between the locality with the sea and the land without the sea. Directing ministries, branches and localities to focus on implementing Resolution No. 26/NQ-CP including:
Key program for basic investigation of resources and environment of sea and islands up to 2030
National action plan on ocean plastic waste management to 2030
Program on capacity building and modernization of material and technical foundations for the management of natural resources and environment of sea and islands by 2030
Third, relevant ministries and branches should focus on implementing the guidelines stated in Resolution No. 36-NQ/TW. Other relevant ministries and branches pay attention and allocate resources to ensure the achievement of set goals.
Fourth, coastal localities will soon set up steering committees to implement Resolution 36-NQ/TW of their localities, closely coordinate with the Ministry of Natural Resources and Environment to organize the implementation of policies, solutions mentioned in Resolution No. 36-NQ/TW and projects and tasks mentioned in Resolution No. 26/NQ-CP.
It is necessary to focus on prioritizing local budgets to implement programs, projects and tasks in order to implement Resolution No. 36-NQ/TW. Attracting investment of domestic and foreign organizations in the field of sustainable development and economic development. In addition, urgently develop and complete the task of making provincial/local planning to ensure that the plannings are integrated with regional planning and provincial planning, in which the focus is on sustainable economic development, and strengthening regional linkages.
In the period of 2021 - 2025, it is necessary to continue to review, evaluate and propose amendments, building a new legal system on sea and islands to fully and comprehensively implement the contents set out in Resolution No. 36-NQ/TW. Continue to strengthen the system of general and unified state management agencies on seas and islands to meet the requirements of state management of seas and islands, and develop sustainably the marine economy.
Develop and implement strategies and plans related to sea and islands to ensure compliance with Resolution No. 36-NQ/TW, focusing on the period 2021 - 2030, with a vision to 2050

Resolution No. 26/NQ-CP also sets out the priority tasks:
