In fact, the value-added from agricultural land is still low in many places, and illegal use of agricultural land and waste of agricultural land are still common. The President of the National Assembly also cited another example of the waste of commercial floors of resettlement houses. According to the President of the National Assembly, if in other countries in the world, state agencies lease back offices built by the private sector, the State does not have to invest from the beginning, does not have to worry about maintenance and service; then the capital that should have been for public investment in building the headquarters is converted into recurrent expenditure, the State has more money to invest in development. In addition, regulations on normative standards, asset procurement, public service provision... still have many shortcomings that cause difficulties in implementation. Noting that the Government has fully reported the required contents of the Law on Practice, Savings, and Prevention of Waste, Deputy Head of Hai Phong City Delegation La Thanh Tan also suggested that additional assessment and solutions should be provided a solution to a number of problems.

Therefore, the Government needs to clarify and evaluate more specifically the institutionalization of the norm system compared to the requirements to be issued.
For thrift practice and anti-waste in specific areas, Delegate Tan proposed solutions to strengthen inspection and supervision of the management and use of resources, especially water resources; environmental protection issues, solid waste treatment, waste utilization as a resource; focus on inter-connecting, sharing databases... The government needs to clarify and more specifically evaluate the institutionalization of these institutions, a system of norms, and standards compared to the requirements to be issued.
