Right from the beginning of the year, the Government issued Resolution No. 01/NQ-CP dated January 1, 2021, which clearly defined tasks and solutions on disbursement of public investment capital. The first meeting of the Government after being consolidated continued to identify accelerating the disbursement of public investment capital in 2021 as one of the focuses in direction and administration.


The Government and the Prime Minister have issued many guiding documents to accelerate the disbursement of public investment capital. Thanks to the consistent, thorough, and timely leadership, direction, and administration, along with the efforts and consensus of all levels and sectors, a number of important results have been achieved.


As of November 30, 2021, the total capital of the ministries and central agencies that are subject to inspection has only been disbursed 22.72% of the total capital allocated in the 2021 plan. Some central ministries and agencies have low disbursement, less than 10%: Ministry of Information and Communications; Science and technology; Ho Chi Minh City National University.




Disbursement of public investment capital is slow, affecting the efficiency of the State capital


Regarding this issue, Deputy Minister of Information and Communications Pham Anh Tuan said that by the third quarter of 2021, a number of major projects of the Ministry will be allocated capital and start implementing investment procedures. The Ministry of Information and Communications strives to complete the disbursement of these projects by the end of June 2022.


Disbursed 62% of the total public investment capital allocated in 2021, Deputy Minister of Culture, Sports and Tourism Doan Van Viet said, the Ministry strives to disburse over 98% by the end of this year. However, the Ministry of Culture, Sports and Tourism are allocated public investment capital for 4 projects serving the SEA Games by the end of 2020, but the procedures will not be completed until the third quarter of 2021; is focusing on completing disbursement by the end of 2021. Meanwhile, the Ministry of Health has achieved a disbursement rate of 70% but has encountered many difficulties in implementing the procedures for the second investment projects of some hospitals. At the meeting, representatives of ministries and branches raised a number of difficulties and problems affecting the disbursement progress of public investment capital in 2021, such as problems about the authority to approve the estimate of investment preparation tasks; due to the impact of the COVID-19 epidemic; prices of construction materials on the market increased sharply; ODA projects are also heavily affected by the epidemic; problems in land clearance work...


In addition, it is said that the organization and implementation are still limited, the leadership in directing the implementation in a number of ministries and branches is still lacking in drastic, thorough, specific, and indecisive decisions. political center, the role of the leader has not been promoted. Project preparation is sketchy and of poor quality, causing problems when implementing. The allocation of capital is still scattered, lack of concentration, capital planning is not close to reality. The appraisal and consulting work is still slow; Investment procedures, payment, and settlement of project investment capital are still inadequate...


The Deputy Minister of Planning and Investment said that 16 ministries and central agencies proposed to extend the public investment capital plan from 2021 to 2022; allow the extension of the public investment capital plan from 2020 to 2022; propose the Government to study solutions to overcome the conflict of authority to approve investment preparation task estimates; request the Prime Minister to direct localities to speed up the site clearance.


In order to strive for the highest disbursement in 2021, disbursement in 2022 to reach 100% of the plan decided by the National Assembly, leaders of the Ministry of Planning and Investment suggested ministries and central agencies analyze and evaluate carefully. The actual situation, determining objective and subjective causes, responsibilities of relevant organizations and individuals, and the head; from there, take drastic measures, more fundamental to solve. The Ministry of Planning and Investment will summarize and report to the Prime Minister according to regulations.


At the same time, ministries and central agencies direct the organization to seriously, drastically, and effectively implement the Government's Resolutions and the Prime Minister's direction; promote the role of the leader in leading and directing the disbursement of capital.

The Ministry of Health urgently receives opinions from ministries to report to the Prime Minister on the causes of congestion in the implementation of construction projects for the second facility of Viet Duc Friendship Hospital, Bach Mai Hospital.


Regarding site clearance, the Deputy Prime Minister requested that ministries and central agencies need focus on specific proposals and solutions, in which, strive to complete site clearance at Hanoi National University. Noi, Ho Chi Minh City National University, Hoa Lac Hi-Tech Park, Vietnam Ethnic Culture and Tourism Village... in 2022.


According to the report of the Ministry of Planning and Investment, the disbursement plan for 2021 of 3 localities as of November 30th reached about 29,511,352 billion VND, the disbursement rate reached 56.5% compared to the plan of the Prime Minister. delivered from the beginning of 2021 (lower than the national average of 63.85%).

In which, the local budget has disbursed 28,150,475 billion VND, reaching 64.52% of the plan; the central budget has disbursed 565,253 billion dongs, reaching about 27% of the plan; foreign capital (ODA) disbursed 795,624 billion dongs, reaching 12.22% of the plan.


The Deputy Prime Minister assigned the Ministry of Planning and Investment to complete the report on the disbursement progress of Hung Yen, Vinh Phuc, and Hanoi, clearly delineating the public investment capital of projects transitioning from 2020 to 2021; new projects are allocated capital and committed to complete disbursement by ministries and central agencies according to specific timelines; clarifying the reason behind the slow disbursement of ODA projects... By locality, Hung Yen province's disbursement reached 89.45% of the Prime Minister's capital plan, of which the local budget capital reached 122.92%, higher than the number assigned by the Prime Minister, central budget capital reached 10.68% of the plan (lower than the national average), ODA capital reached 99.96%. Vinh Phuc province disbursed 70.73% of the capital plan assigned by the Prime Minister, of which the local budget capital reached 78.11%, the central budget capital and ODA capital were lower than the national average. 12.75% and 2.55% respectively. Hanoi city disbursed 51.16% of the capital plan assigned by the Prime Minister, of which the local budget capital reached 57.73% of the plan, the central budget reached 84.43% (due to the concentrated projects to recover advances from the central budget), ODA capital is low with the disbursement rate of nearly 12%.


Localities are expected to disburse 98.91% of the 2021 plan by the end of January 31, 2022, and all 3/3 localities are expected to disburse over 90% of the year plan.


The disbursement of public investment capital in 2021 in localities has many difficulties, mainly due to the epidemic, obstacles in the provisions of legal documents on investment; lack of workers, consultants, experts, and import and transport equipment; difficulties in site clearance, increase in the price of construction materials; due to the impact of the COVID-19 epidemic; capital allocation and project implementation... Leaders of Vinh Phuc province said that delays related to compensation and site clearance made the implementation progress of many local projects not on schedule.


In addition to the objective reasons, Deputy Prime Minister Vu Duc Dam said that it is necessary to carefully analyze the subjective reasons, such as slow capital allocation, regulations that are not close to reality, especially the preparation of investment projects, Clearance. Localities need to overcome difficulties, closely coordinate with specialized ministries and sectors, and make the best efforts in disbursing public investment capital according to specific timelines.
