Coordination among ministries in the National Strategy on Green Growth for the period of 2021 - 2030

The Prime Minister issued Decision 1658/QD-TTg on October 1, 2021, authorizing the National Strategy for Green Growth for the period 2021-2030, with a vision until 2050. As a result, the Strategy's ultimate goal is to promote economic restructuring in conjunction with the renewal of the economic development model, environmental sustainability, and social justice. It also aspires to aid in the transition to a green and carbon-free economy, as well as assist in the reduction of global warming.
According to the decision, the government will aim to reduce greenhouse gas emissions per GDP by at least 15% by 2030 and at least 30% by 2050 in comparison to 2014. The government plans to increase renewable energy generation to 15-20 percent of total primary energy supply and forest cover to 42 percent over the next decade.
To achieve the development goals and orientations set out by the Strategy, ministries need to work closely together to implement.

To begin, the Ministry of Planning and Investment is in charge of developing and presenting the National Action Plan on Green Growth for the years 2021 to 2030 to the Prime Minister for promulgation. develop a system of national green classification standards and criteria; identify key green growth tasks and projects; develop a mechanism to monitor, evaluate, and report on the implementation of the Strategy and management tools to support the implementation; mobilize resources, coordinate domestic and foreign funding sources, climate finance; develop a system of national green classification standards and criteria.
In addition, the Ministry of Finance will review, amend, and supplement policies on the management and use of state budget expenditures to promote green growth; formulating and perfecting tools for preferential financial policies, programs, and solutions to promote capital markets and green insurance; and formulating and perfecting tools for preferential financial policies, programs, and solutions to promote capital markets and green insurance.
According to its decision, the Ministry of Natural Resources and Environment is responsible for designing and implementing a national system for measuring, reporting, and appraising greenhouse gas emission reduction actions. In addition, the ministry will control environmental pollution sources, prevent and respond to environmental incidents, control transboundary environmental issues within their jurisdiction, direct waste management and treatment, and handle key and urgent environmental issues such as solid waste management, air quality, craft village environment, water environment and river basins, sea and island environment.
The Ministry of Industry and Trade will play a key role in formulating policies to promote energy transition toward green, clean, and sustainable energy; formulating and perfecting mechanisms and policies to encourage many economic sectors to invest in the energy sector; and formulating and perfecting mechanisms and policies to encourage many economic sectors to invest in the energy sector. In addition, the ministry is in charge of establishing and polishing institutions and policies related to ecological and sustainable industrial clusters, as well as organizing and implementing the National Program on Energy Efficiency and Conservation.
